Annual Reports, Federal Reserve Board (FR 1.1:)

In 1913, Congress established the Federal Reserve Board to serve as the central national bank, monitoring and influencing monetary and economic policy and supervising banks across the country. In 1935 the Board's name was changed to the Board of Governors of the Federal Reserve System. This independent agency has had an on-again, off-again history of including its publications in the Federal Depository Library Program, so the inclusion of the Board's annual reports in the U. S. Congressional Serial Set is spotty. (Andriot 331)
